If you bought your game at Game Stop, you should be able to acquire this ship from the Cryptic Store at no cost. The store is accessed in the game from the sensor screen in the upper right hand corner of the video screen. Locate the "V" (down arrow) and select it to get to the store. Follow the prompts for to obtain your "perk".
Also note that unlike all Tier One ships, this ship has two Engineering Consoles, instead of the usual one.
